Geotechnical engineering is the branch of civil engineering that focuses on soil mechanics, rock mechanics and engineering geology.  Assessments within this field apply to projects from initial site investigations through design, construction and performance evaluation.  

Geotechnical subsurface investigations formulate the basis for design of building and bridge foundations, underground structures and dams.  Issues include landslides, sinkholes, mine subsidence, seismic activity and seepage.

Brownfields Action

USEPA Administrator Christine Todd Whitman recently announced a new "Brownfields Federal Partnership Action Agenda" during the opening plenary session at "Brownfields 2002" in Charlotte, NC (see Issue 5 for more brownfields information).   

Over 20 federal agencies and departments have made more than 100 commitments to work together to help communities redevelop brownfields.

In addition to the USEPA’s $850 million commitment, other Action Agenda highlights included:

  • NOAA is leading an interagency “Portfields” project, focusing on the reuse and redevelopment of abandoned lands in and around ports, harbors and marine transportation hubs;

  • The U.S. Army Corps of Engineers will announce eight new pilots under its "Urban Rivers Initiative" to address restoration in and around urban rivers;

  • The U.S. Economic Development Administration, U.S. Department of Housing and Urban Development, U.S. Department of the Interior, U.S. Department of Justice and U.S. Department of Labor have committed to offer funding priority to brownfields communities through their respective grant mechanisms.

An American Society of Civil Engineers (ASCE) Anniversary: 
"Building A Better World"

ASCE recently held its 150th Anniversary Convention in Washington, D.C.  The event was the culmination of a year-long celebration focused on "Building a Better World."

The conference included 18 tracks with more than 160 sessions; a 150th Anniversary Celebration and Gala; a keynote address by NBC's Tim Russet (Moderator of "Meet the Press"); a federal forum; and technical tours.

The convention also included "The First Annual Congress on Infrastructure Security for the Built Environment."

 Geotechnical Engineer Cari Beenenga, P.E., attended the national convention and served as co-chair of the Regional Support Group.

Grouting and Ground Treatment Conference

Dave Wilson and Trent Dreese will discuss the newest evolutions in computer monitoring and analysis of grouting at the "Third International Conference on Grouting and Ground Treatment."  The event will take place in News Orleans, LA, from February 10 - 12, 2003.

Other conference topics include compensation and permeation grouting, dry deep mixing, rock grouting and jet grouting.  Gannett Fleming will also exhibit at this event.

Pennsylvania State Association of Township Engineers (PSATE) Seminar

 Renowned for educating audiences on municipal engineering activities, PSATE recently held its Fall Seminar in Hershey, PA.  The agenda included both regulatory and emerging technology updates regarding environmental, transportation and infrastructure issues.

Gannett Fleming's (GF) own Bob Shaffer, PE, facilitated the event, which included GF presentations by Vice Presidents Jim Elliott, PE, and Keith Chase, PE.  Jim's topic was "An Update on the Development of PADEP's NPDES* Program and Policies."  Keith, assisted by Planning Expert Toby Fauver, discussed "Emerging Issues in Transportation and Land Use Planning."

PSATE is the engineering branch to the Pennsylvania State Association of Township Supervisors (PSATS), which serves over 1,400 2nd-class townships.
