This paper examines the use of several wireless data services available from cellular telephone companies (wireless carriers) as a communications medium for remote monitoring and SCADA applications.  Focused on water distribution and wastewater collection systems, the authors discuss the history of cellular data services and how it all works.  The paper, which provides an example system, also covers security options, compares cellular data with other communication options, describes field testing methodology and summarizes costs.
