Drinking water professionals have more to consider now than ever.  Regardless of system size, there are numerous programs, technologies, regulations and deadlines to keep up with just to stay afloat.  

This edition of "Environmentally Speaking" filters through this sea of confusion to update you on recent water resource themes.  In addition to security and technology, new topics include arsenic compliance, NSF goals and pressure transients.

We'll also continue to cover ISO 14001 and examine a sustainable certification process gaining momentum.

Bush Selects USEPA Administrator

President Bush has nominated Utah Governor Mike Leavitt to fill the role of USEPA Administrator, a position now occupied by Acting Administrator Marianne Horinko.

Utah's Governor for over 10 years, Leavitt is a moderate Republican who's been praised for clean air initiatives and criticized for not better protecting his state's wilderness.  The Bush administration hopes Leavitt will appeal to "green" voters come election time.

Arsenic Removal: 
Assisting Small Water Systems Through New Environmental Technologies

The arsenic maximum contaminant level (MCL) of 10 micrograms per liter (which the USEPA issued in 2001) requires many water systems with arsenic concentrations below the previous MCL to implement treatment processes for arsenic removal.  Many smaller community systems, in particular, utilizing groundwater supplies with such concentrations above the new MCL, are significantly impacted by the need for new technologies.

The DWS is one of seven ETV centers dedicated to facilitating innovative or improved environmental technologies by verifying performance and sharing information. . . 

Water System Security Grants

The National Rural Water Association (NRWA), International City/County Management Association (ICMA) and the Water Environment Federation (WEF) recently received USEPA water security grants totaling nearly $4 million.  The grants support USEPA's ongoing efforts to assist water systems with vulnerability assessments in light of upcoming compliance deadlines.

NRWA, ICMA and WEF will use the funds to implement training, on-site assistance and internet-based tools for related security preparedness and emergency response planning.  The efforts will target nearly 5,000 community water systems.

Medium systems (50,000 to 100,000) are required to submit VAs to the USEPA on or before 12/31/03.  Smaller systems (3,300 to 10,000) have until 6/30/04.   

Pressure Transient Strategies

 

Did You Know?
Commonly referred to as "surge" or "waterhammer," pressure transients are caused by rapid flow rate changes. 

Excessive or low- pressure transients can cause system failure and increase system contamination potential.

Pressure transients commonly occur in water pipeline systems and can sometimes cause operational problems or system failure.  In their paper entitled "Pressure Transient Control Strategies for Water Pipelines," Gannett Fleming Hydraulic Modeling Experts, Kevin Laptos, PE; Mike Brown, PE; and Jamie Shambaugh, EIT; illustrate the importance of conducting transient analyses during system design.

The paper, recently presented at an ASCE international pipeline conference, concludes that the best pressure transient control strategy typically depends on specific system characteristics and minimum and maximum pressure goals.  Establishing desired transient constraints at the beginning of the analysis is an equally important factor.
