Water Vulnerability Assessments
Threat Overview

In Issue 6 we presented information on water system Vulnerability Assessments (VA). This included USEPA requirements to conduct these assessments, types of threats that a utility might face and steps that should be taken to reduce the risk of a successful attack.

Gannett Fleming has partnered with Anti-Terrorist Operations Groups (ATOG) to perform assessments. One such VA has been completed and submitted for a large (>100,000 people served) utility by the March 31, 2003 deadline. The others, currently underway, are for smaller systems with deadlines of December 31, 2003 (50,000 to 99,999 people served) and June 30, 2004 (3,301 to 49,999 people served).

Security Suggestions

While specific information cannot be disclosed on findings at a particular client’s system, several general observations can be made.
