Our firm is utilizing IntelliGroutTM to monitor pressure testing and grouting at the McCook Reservoir. A critical part of Chicago's Tunnel and Reservoir Plan system, this reservoir provides temporary storage of combined sewer overflow (CSO) prior to treatment. The

PROP (the local affiliate to the National Recycling Coalition) has recently teamed with our firm to evaluate municipal waste collection and recycling alternatives for the Borough of Hollidaysburg, PA. Project activities include examining the existing waste collection system and providing recommendations on an alternative waste and recyclables collection system.

CMOM Requirements Under SSO Rule
The upcoming sanitary sewer overflows (SSO) rule will affect all sanitary sewer collection systems (see Issues 14 and 15). Following capacity maintenance and operations management (CMOM) requirements, municipal sanitary sewer system owners (including satellite collection systems) must adhere to several guidelines.

Blending Buzz
The USEPA recently issued a blending policy component to the SSO rule which has garnered over 70,000 comments to date. It is anticipated that the new rule will be published later this year.

compliance with NPDES requirements. Visit our

Previously, we presented information on water system security assessments, including factors to consider when determining a system’s weaknesses (see Issues 6 and 11). The Vulnerability Assessment (VA) submittal deadline has since passed for systems serving between 50,000 and 100,000 people (December 31, 2003). The VA deadline is rapidly approaching for systems serving between 3,300 and 50,000 (June 30, 2004).
Emergency response planning and security enhancements are two key water utility considerations at this point in the process. Check back soon for more information.

Aerobic/Anaerobic Digestion
A licensed water and wastewater operator, Mike DiSantis will deliver two presentations regarding both current and future water and wastewater technologies at this year's Pennsylvania Rural Water Association conference (see "Events"). He will discuss both aerobic and anaerobic digestion (processes used to treat wastewater-generated solids).
Each presentation session will range from process theory and terminology to mechanical components and operation. Qualifying as PADEP-approved training, this material also complies with the continuing education requirements for licensed water and wastewater operators.
Blending
Webcast and
Position Statements
The Water Environment Federation (WEF) recently conducted a blending webcast to update interested constituents on this evolving regulation. Participants included the USEPA, private industry and utilities.
While several House of Representatives members opposed language regarding excess wastewater rerouting, WEF recently submitted comments in support of the proposed guidance. Comments can be read online at www.wef.org.
