ACEC Engineering Awards

Maryland * New York * Virginia

The American Council of Engineering Companies (ACEC) of Maryland recently presented our firm with an Achievement Award for the City of Baltimore's Back River Wastewater Treatment Plant sludge dewatering facilities.  Stay tuned for more details.

Our firm was also honored with a Platinum Award from the ACEC of New York for the Grass Island Wastewater Treatment Plant Project in Greenwich, CT; and with an Honor Award from the ACEC's Virginia Chapter for the Spotsylvania Hunting Run Water Supply Project.

Chicago Reservoir Grouting

Did You Know
The largest reservoir of its type in the world, the McCook Reservoir encompasses approximately 140 acres and will provide 32,100 acre-feet of storage capacity.  It requires the removal of seven million cubic yards of overburden and 50 million cubic yards of bedrock.

Our firm is utilizing IntelliGroutTM to monitor pressure testing and grouting at the McCook Reservoir.

A critical part of Chicago's Tunnel and Reservoir Plan system, this reservoir provides temporary storage of combined sewer overflow (CSO) prior to treatment.

The grouting prevents groundwater inflow (when the reservoir is empty) and CSO outflow into the surrounding environment (when the reservoir is full).

Technology First. . .
IntelliGroutTM is revolutionizing subsurface grouting for engineering applications.  The first AIA System, it was developed, field tested and implemented through the joint effort of Gannett Fleming and Advanced Construction Techniques, Ltd. (ACT).

The Gannett Fleming/ACT partnership has completed two large U.S. Army Corps of Engineers grouting contracts.

Municipal Waste Collection
and Recycling Alternatives

Initiatives to "reduce, reuse and recycle" should be critical components to every municipality's ongoing plan for sustainability.  Providing economically viable, environmentally sound waste recycling options is an important goal of organizations like the Professional Recyclers of Pennsylvania (PROP).

Project Angle . . .
The intent of Hollidaysburg’s new system is to lower the residential cost for collection and recycling services, while simultaneously improving the quality of services provided.

PROP (the local affiliate to the National Recycling Coalition) has recently teamed with our firm to evaluate municipal waste collection and recycling alternatives for the Borough of Hollidaysburg, PA.  Project activities include examining the existing waste collection system and providing recommendations on an alternative waste and recyclables collection system.

For more information on this first-time project partnership, or to learn more about PROP initiatives, contact Certified Recycling and Solid Waste Specialist Steve Deasy.

Water For People Outreach

Water for People (WFP) is a non-profit organization dedicated to helping impoverished individuals worldwide obtain sustainable drinking water, sanitation and hygiene. A WFP Director, Bob Adamski recently inspected completed Guatemalan water, sanitation and capacity building projects . . .

Wastewater Management

CMOM Requirements Under SSO Rule

The upcoming sanitary sewer overflows (SSO) rule will affect all sanitary sewer collection systems (see Issues 14 and 15).  Following capacity maintenance and operations management (CMOM) requirements, municipal sanitary sewer system owners (including satellite collection systems) must adhere to several guidelines.

CMOM Requirements
> properly manage, operate and maintain collection systems
> provide capacity necessary to convey base and peak flows to treatment facilities
> implement feasible steps to stop and mitigate SSO impacts
> alert parties with a reasonable exposure potential to SSO pollutants
> develop a written program summary and make it publicly available

Stay tuned  to future issues for more CMOM program components.

Blending Buzz

The USEPA recently issued a blending policy component to the SSO rule which has garnered over 70,000 comments to date.  It is anticipated that the new rule will be published later this year.

Part of the NPDES permitting process, blending has policy debaters questioning its compliance with NPDES requirements.  Visit our "Papers/Presentations" section for more information.

Water Security

Previously, we presented information on water system security assessments, including factors to consider when determining a system’s weaknesses (see Issues 6 and 11).  The Vulnerability Assessment (VA) submittal deadline has since passed for systems serving between 50,000 and 100,000 people (December 31, 2003).  The VA deadline is rapidly approaching for systems serving between 3,300 and 50,000 (June 30, 2004).

Emergency response planning and security enhancements are two key water utility considerations at this point in the process.  Check back soon for more information.

Wastewater Education

Aerobic/Anaerobic Digestion

A licensed water and wastewater operator, Mike DiSantis will deliver two presentations  regarding both current and future water and wastewater technologies at this year's Pennsylvania Rural Water Association conference (see "Events").  He will discuss both aerobic and anaerobic digestion (processes used to treat wastewater-generated solids).

Each presentation session will range from process theory and terminology to mechanical components and operation. Qualifying as PADEP-approved training, this material also complies with the continuing education requirements for licensed water and wastewater operators.

Blending Webcast and
Position Statements

The Water Environment Federation (WEF) recently conducted a blending webcast to update interested constituents on this evolving regulation.  Participants included the USEPA, private industry and utilities.

While several House of Representatives members opposed language regarding excess wastewater rerouting, WEF recently submitted comments in support of the proposed guidance.  Comments can be read online at www.wef.org.

Capacity Maintenance and
Operations Management

As previously reported, Joe Strauch will deliver a sanitary sewer overflow-related presentation on how to  enhance system capacity at an upcoming Pennsylvania Water Environment Association workshop (see "Events").  Excerpts from his presentation are provided in our "Regs/Programs" section.

Water Technologies:
Information Management Model

Today's water utility manager needs to organize, integrate and analyze volumes of data from multiple sources.  Understanding how to best utilize water system GIS and modeling tools and techniques will save operators valuable time and money. . .
