ABSTRACT  

 

The Commonwealth of Pennsylvania is committed to reducing nutrient loadings to the Chesapeake Bay through the Compact among the Bay states and obligations imposed by the USEPA.  The DEP strategy for achieving the goals for 2010 will affect over 180 wastewater treatment facilities over 400,000 gallons per day. 

Costs

An estimated $500 million to $1.5 billion may be required to upgrade these facilities.

DEP has set an aggressive time table that will stretch the ability of most municipal authorities to comply. 

Background

The background of the Pennsylvania strategy will be presented, as well as the status of the development of DEP’s procedures.  The overall program will address the major contribution of non-point sources, such as farm land.  The success of the Chesapeake Bay strategy can only be achieved if all of the targeted point- and non-point source programs are fully implemented. 

Trading

Innovative approaches being proposed by DEP include nutrient trading.  This presentation will address how these aspects of the overall strategy affect municipal authorities.
