. . . Environmental Protection

President Bush recently nominated Stephen Johnson to become the next EPA administrator.  A scientist with a long EPA career, Johnson, if confirmed by the Senate, would follow two politicians in the role.  Christie Whitman and Mike Leavitt (currently Secretary of Health and Human Services) are both former governors who received staunch criticism during their terms from environmentalists unhappy with the Bush administration's environmental policies and agenda.  Johnson is currently the EPA Acting Administrator.

. . . Geotechnical Engineering

The Geo-Institute is one of seven ASCE institutes of practice specializing in advancing state-of-the-art geo-technology.  Dedicated to providing leadership on professional, business, public policy and educational issues in the geo-industry, the institute promotes the geo-professional's image.  Its technical committees range from deep foundations, embankments, dams, slopes and geo-environmental engineering to grouting, rock mechanics and underground construction.

. . . Site Remediation

A Boston, MA, developer showcased on the EPA web site is one of the latest recipients of the Pennsylvania DEP "Phoenix Awards."  The awards program, established in 1997, recognizes unique brownfields revitalization projects across the nation and is considered a high honor in the site remediation industry.  Previous "Environmentally Speaking" editions featured Gannett Fleming's
three- phase approach to brownfield's revitalization.

. . . Water Funding

An independent agency, The Water Financing Authority of Arizona (WIFA), functions as a funding source for general infrastructure improvements, including technical assistance grants and loans for water and wastewater systems such as Wenden.

A Booming Membrane Market

"The U.S. membrane market is expected to reach $6.9 billion by 2009," according to a pending Business Communications Company (BCC) Inc. report entitled, "RC-201N Membrane Technology: A New Era."  BCC further indicates that the water and wastewater sectors are among the driving forces behind the membrane explosion, considering rising trends in desalination, water reclamation and reuse and potable and process water applications.

When LT2 is promulgated later this year, it will initiate a 24-mo. monitoring period for large systems to identify and classify source waters that may need enhanced disinfection.

Many water systems are considering membrane filtration as a viable, cost-effective treatment alternative for new facilities and facility upgrades and expansion.  As our case study illustrates (read the "Membrane Filtration" abstract under Papers/ Presentations), this process may also enhance facility disinfection capability for compliance with the Long Term 2 Enhanced Surface Water Treatment Rule (or LT2).

Dam, Reservoir Part of Proactive
Water Supply Planning

Demands within the City of Marysville, OH, water system have increased steadily in the past 5 to 10 years due to continued growth and associated population increases.  Consequently, the City will initiate a $20 million construction effort next year which includes an inflatable dam and reservoir. . .

 

International Accolades for Olivenhain Dam

The Olivenhain Dam has been selected as one of the five merit finalists in the American Society of Civil Engineers (ASCE) Outstanding Civil Engineering Achievement (OCEA) worldwide competition. . .  

Nation's Infrastructure Even Worse!

The recently released ASCE "2005 Report Card on U.S. Infrastructure" paints an even more grim picture than its 2001 predecessor report.  Our nation's overall grade has dropped from a "D+" to a "D."

As previously reported, limited resources and capital funding are major deterrents when upgrading and maintaining both water and wastewater infrastructure.  In fact, costs to fix or replace aging water mains or treatment plants can be as high as $1 trillion for thousands of U.S. communities.

Out of the 15 report categories, potable water and wastewater each received a "D-."  ASCE cites the multi-billion dollar gap to achieve safe drinking water regulation compliance and inadequate wastewater management funding among contributing factors.

This effort was financed through an Operational Technical Assistance Grant from the Water Infrastructure Finance Authority of Arizona (WIFA)

Our October, 2003, issue discussed blending.

The Wenden, AZ, Water Improvement District recently evaluated treatment technologies and well modifications (non-treatment) to reduce both fluoride and arsenic in their community drinking water supply.  Where possible, blending was considered to assist Wenden with meeting Safe Drinking Water Act maximum contaminant levels.

Our firm also developed a Request For Proposal for a mobile arsenic treatment unit for the City of Flagstaff, AZ.

Our August, 2003, issue further examined
arsenic technologies.

As prime consultant, our firm included capital and O&M costs for the various well modification and

Tributary Strategy

BNR Process

Our October, 2003, edition discussed Gannett Fleming project efforts to  reduce Chesapeake Bay pollution through biological nutrient removal (BNR).

The Pennsylvania DEP (PADEP) will host a series of meetings this month to review Pennsylvania's watershed-based Chesapeake Bay Tributary Strategy.  The recently published document considers both non-point source and point source management ideas in addition to nutrient reduction approaches.

Environmental Management

The Environment Virginia 2005 conference, focused on "Environmental Strategies for One Virginia," will include a Gannett Fleming-facilitated track entitled "Innovations in Environmental Management Systems: EMS and Beyond."  Among other presentations from leading industry and government representatives, this workshop will include EMS case studies from the Southeastern Public Service Authority of South Hampton Roads, VA, and Smithfield Foods; and EMS legal points from Hunton & Williams, LLC.

Virginia's Environmental Excellence Program (VEEP) for facilities with beginning to advanced EMS and pollution prevention programs (E2 and E3 participation) will also be discussed.
