The Solid Waste Association of North America (SWANA) contains divisions on topics ranging from landfill gas and management (see Papers/ Presentations) to waste-to-energy, reduction, recycling and composting technologies. 

SWANA member, Steve Krajcsik, PE, was recently named Gannett Fleming's national practice manager for the Solid Waste Practice Leadership Team. Based in our firm’s Harrisburg, PA, corporate office, Krajcsik served as a senior project engineer and manager in the Environmental Resources Division prior to assuming his new position . . .

Nutrient Removal Initiatives
Maryland

In 2002, the Maryland Department of the Environment (MDE), in conjunction with the USEPA and local government, initiated a study to investigate opportunities for achieving greater nitrogen reductions at wastewater treatment facilities.  This effort is referred to as the Enhanced Nutrient Removal (ENR) Program.

The ENR study included an interim nitrogen reduction goal of 6 mg/l, and further reduction of Total Nitrogen to 3 mg/l.

Our firm partnered with George, Miles, and Buhr, LLC, to complete this statewide study.  The partnership assessed technical alternatives and costs to implement nitrogen reductions and ENR at 66 targeted wastewater treatment systems.

Pennsylvania

Thanks to a Gannett Fleming-designed biological nutrient removal (BNR) process, the Borough of Hanover Wastewater Treatment Plant (WWTP) has reached total effluent nitrogen concentrations as low as 5 mg/l.  Nitrification and denitrification were achieved simultaneously within the Hanover WWTP's existing oxidation ditch activated sludge treatment units. 

 

Preferred BNR Consultant

Our firm was awarded 3 out of 6 state BNR contracts during the latest round of Pennsylvania DEP Growing Greener grants.

Other similar Pennsylvania facilities under construction or recently completed by our firm include enhanced biological phosphorus removal for the  Lewisburg Area Joint Sewer Authority and New Hanover Township.  An MLE (Modified Ludzack-Ettinger) nitrification/ denitrification activated sludge process was designed for Greencastle Borough.

Hydroelectric Power Project:
FERC Re-licensing First

As reported last Fall, the Wissota, WI, Hydro Project was the first pilot exercise to implement FERC's new potential failure modes analysis (PFMA) requirement.  Gannett Fleming Midwest Dam and Water Resource Manager, Terry Hampton, PE, authored the PFMA report and the related Part 12D consultant safety inspection report for this project. . .

Maryland Water Milestone

Scheduled for completion in the spring of 2008, the Fullerton Plant is planned as a 120 mgd facility which will be the largest new water treatment plant constructed in the Baltimore, MD, region in 50 years . . .

Chesapeake Bay BNR Funding

In 1985, as one of the Chesapeake Bay Program initiatives, the Maryland Department of the Environment (MDE) implemented a cost share grant program for the express purpose of reducing nitrogen in the effluent at 66 targeted wastewater treatment plants. These plants were defined as Publicly Owned Treatment Works (POTWs) in the state of Maryland designed with a treatment capacity of 0.5 MGD or greater.

Pennsylvania funding

As previously reported, Hanover, PA, is one of several municipalities to receive Pennsylvania Department of Environmental Protection (PADEP) Growing Greener funding in order to reduce nitrogen loadings to streams and to the Chesapeake Bay through BNR treatment.

Defined as the Biological Nutrient Removal (BNR) Program, this effort has been recognized nationally for its results both in terms of state/local partnerships and in achievements in total pound reductions.

 Thanks to an adaptable overall nutrient removal plan (see "Nutrient Removal Initiatives" under News), Maryland has made significant progress towards achieving the Chesapeake Bay Program 40 percent nitrogen reduction goal.

Facilitating Superfund Management

The Environmental Protection Agency Knowledge Management Application (EPAKMA) is a license-free, cutting-edge geospatial application that allows EPA Superfund Site managers to track the status of reports on individual sites.  It dynamically pulls information from historic reports as well. 

Developed by our GeoDecisions® division, this application greatly increases the efficiency of the EPA's business process by providing the agency with enhanced decision-support tools, greater availability of spatially-enabled information for decision-making and presentations and more effective utilization of the information gathered through the Superfund Program.

MTBE Service Station Remediation

The source of increased MTBE concentrations at service station sites may be small volume liquid or vapor releases from operation of the current underground storage tank system.

MTBE

MTBE is on a list of contaminants under USEPA consideration for regulation under the Safe Drinking Water Act.

Regulatory agencies with jurisdiction over these sites require convincing, technically defensible evidence that the current operator is contributing MTBE to the shallow aquifer before they will consider a change in the allocation of responsibility.
