Gene
C. Koontz, P.E., received the American Water Works
Association (AWWA) 2009 George Warren
Fuller Award at the organization's annual conference and
exposition in San Diego, Calif. This award recognizes an individual for his or her
distinguished service to the water supply field in honor of the
sound engineering skill, brilliant diplomatic talent, and
constructive leadership that characterized the life of George
Warren Fuller. Fuller was a reputable engineer in the early
1900s who is remembered for his distinctive personal
characteristics, list of contributions to sanitary science and
practice, and contributions to professional societies.
Gene is a senior vice president with Gannett Fleming and the
firm's national practice director for
the Water and Wastewater, Environmental Management, and Dams and
Hydraulics Practices. Based in Harrisburg, Pa., He is also a past
president of the Pennsylvania Section AWWA and will serve on the
chapter's Board of Directors in 2010. [press release]
Water Environment Award
Robert Bible, P.E., was honored with the Pennsylvania Water Environment Association (PWEA)
Ted Moses High Hat Award. Honoring Ted Moses, the first secretary of the association,
this service award is given to members who distinguish themselves while working to promote
PWEA and its programs. The original High Hat, purchased in a Philadelphia, Pa., pawnshop in 1935,
is the association’s most prized and priceless possession. Bob is based in Gannett Fleming's
Pittsburgh, Pa., municipal services group. Water For People
Bob Adamski,
P.E., BCEE, F.ASCE, F.SAME, has been named chair of the New York Section
AWWA Water For People (WFP) Committee. WFP is an international, non-profit development organization
dedicated to addressing global water, sanitation, and hygiene challenges. As chair of the New York Section's
Committee, Adamski will work with partners, such as the New York Water Environment Association, and
coordinate information and activities more effectively in order to increase financial contributions to,
and involvement with, the organization. Bob will focus his attention on WFP's new program
in the Dominican Republic.
Bob previously served two terms on the WFP
Board and currently serves as the organization's
representative to the United Nations. Bob also serves as vice president of
municipal infrastructure programs with Gannett Fleming based

Civil Engineering:
ASCE Pittsburgh President
Terry Downs, P.G.,
has been elected to serve as president of the American Society of Civil Engineers (ASCE),
Pittsburgh, Pa., Section. He previously served as a director, vice president,
and assistant vice president, as well as chairman of the ASCE Geo-Institute Pittsburgh Chapter.
Terry, who serves as geotechnical services group manager in Gannett Fleming's Pittsburgh office,
has been very active in community and educational outreach during his ASCE

Delaware Chair
Ara Mouradian, P.E., M.ASCE, M.SAME
[bio], has been named chair of the Delaware Valley
Geo-Institute (DVGI) for a two-year term. DVGI is the
geo-professional technical group of the Philadelphia, Pa.,
Section of ASCE
and local Geo-Institute Chapter. As chair, Ara will
coordinate monthly technical
meetings, student night, and the annual scholarship program.
Based in Valley Forge, Pa., Ara is a department manager of
Gannett Fleming's Geotechnical Group and vice president of

Municipal Waste and Recycling:
Interim Executive Director
The Professional Recyclers of
Pennsylvania (PROP) announced the resignation of its
executive director, John Frederick, last Spring. The PROP
Board of Directors unanimously named Lori Robson, Board
president, as interim executive director. Lori serves as a
solid waste specialist for Gannett Fleming and is a senior
certified recycling professional (SCRP). Both Lori and Steve

are currently attended the
PROP Annual Conference in
Scranton, Pa.
Kudos From The Client
Steve recently received an
outstanding evaluation from the borough of Chalfont, Pa.,
for developing bid specifications for curbside collection of
borough refuse, recyclables and yard waste. Waste and
recycling bid options included "The RecycleBank," an
incentive program that uses radio-frequency identification
remote technology to give residents rebate points.

Site Remediation:
MIT Recognition
Atul Salhotra, Ph.D., received a certificate of appreciation from the
Massachusetts Institute of Technology (MIT) for "Outstanding Service and Support"
to the MIT academic program. Atul has conducted annual MIT
environmental risk assessment workshops for the past several
years.
Atul is a vice president of Gannett Fleming and an
internationally recognized expert in fate and transport
modeling, human health risk assessment, and regulatory
interactions. He is also founding principal of the Risk
Assessment and Management Group, Inc. (RAM Group), acquired by
Gannett Fleming in July, 2008, and based in Houston, Texas.
The RAM Group
provides cost-effective management of contaminated sites using
risk-based decision making.
New
York Brownfield
A
vice president in Gannett Fleming's Locust Valley, N.Y.
office, Gary Rozmus, P.E., was asked by the New
York City (NYC) Mayor's Office of Environmental Remediation
to serve as the first chairman of the Board of Directors for
the NYC Partnership of Brownfield Practitioners. Gary directs a
Gannett Fleming team that provides nationwide
turnkey brownfield redevelopment solutions. He also served as Master of Ceremonies for the first annual NYC
Brownfield awards event last Spring. [press release]

Rapid Response is a Web-based notification system that can deliver 120,000 calls per hour. It is designed to deliver high-speed phone, e-mail or text messages
for municipalities, public and private utilities, and schools.
The
patent-pending Rapid Response System
enables users to generate precise phone lists and automated messages from any
Internet-accessible computer.
It incorporates a data portal that links to customer data and includes a
text-to-speech interface.

Rapid Response can also
provide live Web reports as messages are delivered, and detailed call summary
reports which can be downloaded directly following a call.
Other features include answering machine detection, call scheduling,

Public Notification:
Emergency Response System
A Web-based emergency notification tool, the Rapid Response System is being
implemented throughout Pennsylvania. Mandated to comply with the state's
upcoming public notification requirements, water systems can implement Rapid Response
to contact a maximum number of customers in the event of a Chapter 109 violation.

Pennsylvania-American and United Water use the Rapid Response System
to deliver emergency notification to more than 1.1 million water customers
throughout Pennsylvania, New York, New Jersey, Connecticut, Rhode Island and
Delaware.
United Water Response
Heavy and prolonged periods of rain across Pennsylvania's Susquehanna Valley
led to widespread flooding throughout the region in the summer of 2006. United
Water Pennsylvania was faced with multiple crises simultaneously, and needed an
efficient method to disseminate timely and accurate information directly to
water customers.

United Water’s treatment plants in Hummelstown and Bloomsburg were partially
submerged due to the rising flood waters. United Water’s Noxen service
district in Wyoming County experienced flooding so severe that water lines were
literally washed right out of the ground, leaving hundreds of customers without
water service for several days.

United Water continues to expand and enhance its use of
the Rapid Response System. In addition to Pennsylvania American, other Rapid Response users include the
Fox Chapel Authority, the city of
Bethlehem, Bucks County Water and Sewer Authority, Newtown Artesian Water,
Downingtown Municipal Water Authority, Perkasie Borough Authority, and Highland
Water and Sewer Authority.

Roadway:
Innovative Geotechnical Engineering
The Ocean Drive Scour Project was one of two Gannett Fleming
assignments recently honored in the American Society of Highway
Engineers (ASHE) North Central and Southern New Jersey Sections 2009
Project of the Year Awards program. The project included the
design and construction of a new barrier wall along a 1,350-foot
portion of the damaged roadway in Cape May County, N.J. [press release]

This new barrier wall is capable of withstanding wave action from
severe Atlantic Coast storms. |
The project
team designed a rock wall to
protect the road from harmful wave action and choking it with sand,
creating a brand new sand dune. The combination of the rock and sand
enhanced the structure's strength and created a more visibly
appealing landscape.

Gannett Fleming's innovative approach provides several
key benefits. Packing the rock wall with sand enhances the strength of the
structure by helping to bind the rocks together (similar to mortar), prolonging its
service life. It also provides a growing base for the planting of native dune
grasses. As these grasses mature, the wall will take on the appearance of a
natural sand dune and provides travelers with a stunning view.

North Carolina Registration
The North Carolina Department of Environment and Natural
Resources (NCDENR) Voluntary Cleanup Program recently approved Gannett Fleming as a Registered Environmental Consultant (REC). A REC is
allowed to work on low-risk inactive hazardous waste sites in North Carolina and
implement and certify regulatory compliance of remedial actions without
oversight from the state.

Gannett Fleming is currently working on its first project under this program. Norfolk Southern is negotiating a consent agreement for a
site in Greensboro, N.C., and has selected Gannett Fleming to provide
support in completing required investigations and remedial actions. The former
location of a scrap metal recycling business, the site is now vacant.
Prior Gannett Fleming Norfolk Southern contracts range from Phase I and II
site assessments, environmental property audits and air permitting, to civil,
geotechnical and structural engineering assignments.
All work under the NCDENR program must be supervised by registered
site managers (RSMs). Gannett Fleming RSMs include Fred Pirkle, Ph.D., P.G., a senior geologist based in
Jacksonville, Fla., and Roger Moose, P.G., a site remediation project manager and hydrogeologist in Harrisburg,
Pa.

Water System
Communication:
Drinking Water Compliance
Water utilities across Pennsylvania are required to make changes by next May to
comply with recent revisions to the state's safe drinking water regulations.
These Chapter 109 updates
include the Public Notification (PN) Rule regarding adverse health effects
of short-term ("Tier 1")
exposure to drinking water violations, or other scenarios requiring rapid
(24-hour) public alert.
Water system PN examples include chemical overfeeds, loss of positive pressure in any portion of a
distribution system, or lengthy power outages. Related
rule revisions mandate improved operations, maintenance and emergency
planning.
The Pennsylvania Municipal Authorities Association (PMAA)
provides the Rapid Response System (overview provided below) as a member service to help state authorities
comply with new Chapter 109 requirements.

Several Gannett Fleming speakers attended the June Association
of State Dam Safety Officials (ASDSO) conference in State College, Pa. Dam operation and maintenance
issues were presented by Paul Schweiger, P.E., and Dean Durkee, Ph.D., P.E.,
whose Hawaii project
was featured in past editions of "Environmentally Speaking." Paul, Michael
Morrison, P.E., and Eric Neast, P.E., also discussed public safety solutions at
low head dams. Other presenters included Amanda Hess, P.E., and Boyd Howard,
P.E. ("If You Build It, They Will Come - Quemahoning Dam, Pa., Whitewater
Release Modifications) and Rod Holderbaum, P.E., and Don
Roarabaugh, Jr., P.E. ("Alkali-Aggregate
Reaction in Concrete Gravity Dams - Symptoms, Investigations and Analyses:
Recent Studies at the Roanoke Rapids, N.C., Hydroelectric Facility"). Last
month's edition highlighted
hydroelectric power.

Rapid Water System
Response:
In-Demand Emergency Notification
Jonathan Greiner, a project manager with GeoDecisions (a division of
Gannett Fleming), wrote an article in the April edition of the
Pennsylvania Municipal Authorities Association (PMAA) "The Authority" magazine
describing the Rapid Response System. Jonathan
discusses how Rapid Response facilitates water system
compliance with safe drinking water Chapter 109 updates. [regs/programs]
The article further explains how the Fox Chapel Authority (Pittsburgh, Pa.)
underwent a public bidding process for an emergency notification system vendor
on behalf of all PMAA members. The Rapid Response System was chosen based on cost and responsiveness to PMAA needs.
Jonathan recently spearheaded a series of seminars throughout
Pennsylvania highlighting system features and explaining the
benefits of the GeoDecisions and PMAA Rapid Response partnership.
Jonathan is also writing an article for "Public Works"
magazine highlighting the United Water Rapid Response
experience. [news] In addition to emergency response, United Water is using the system for
non-emergency operations and maintenance activities.
