Hydroelectric  Power Project:
FERC Re-licensing First

As reported last in our October, 2004, edition, the Wissota, WI, Hydro Project was the first pilot exercise to implement FERC's new potential failure modes analysis (PFMA) requirement.  Gannett Fleming Midwest Dam and Water Resource Manager, Terry Hampton, PE, authored the related PFMA report and the Part 12D consultant safety inspection report for this project.

History

The Federal Energy Regulatory Commission (FERC) began developing and implementing a "Performance Monitoring Program" as part of its Part 12D Dam Inspection Program three years ago.  A Development Committee (consisting of dam owners, consultants and FERC staff) was formed, which overhauled the Part 12D inspection report format with the development of a supporting technical information document (STID)to include the PFMA document.

In 2002, committee members undertook eight pilot efforts to test this new process.  When pilot assignments were concluded, the committee revised preliminary documents based upon field experiences. 

The Wissota Example

The first pilot effort chosen, the Wissota project involved a review of all historic project records and physical inspections of closed dams, embankments, spillways, outlet works, powerhouse and miscellaneous facilities.  The Gannett Fleming team then participated in a PFMA session conducted by a facilitator to identify and categorize possible failure modes and associated potential risk reduction measures.

The process has been applied numerous times since its development.  Virtually all parties who have participated believe it has provided value to all interests.
