Part 2 - Compliance and Schedule

The Long Term 2 Enhanced Surface Water Treatment Rule (LT2) and the Stage 2 Disinfectants and Disinfection Byproducts Rule (Stage 2 DBPR) improve protection against microbial contaminants (e.g., Cryptosporidium) while reducing the potential health risks of disinfection by-products. LT2 and DBPR regulations involve related yet complex compliance issues.

Compliance:
LT2

LT2 affects all public water systems (PWS), regardless of population, using surface water or Ground Water Under Direct Influence (GWUDI).  The rule applies to both community and non-community PWS and transient and non-transient PWS.

Wholesale systems must comply with LT2 requirements based on the population of the largest PWS in the combined distribution system.  Consecutive systems that purchase treated water from wholesale PWSs, in full compliance with the monitoring and treatment requirements of the rule, will not be required to provide additional treatment of that water.

LT2 System Size and Schedule

The USEPA established four implementation schedules intended to guide PWSs through the various LT2 monitoring and treatment installation stages.  Individual schedules and associated compliances dates are based on the population served by the PWS.

DBPR Compliance Approach:

1. Submit Initial Distribution System Evaluation (IDSE) Monitoring Plan or Alternate

2. Perform IDSE

3. Determine Stage 2 Monitoring Locations Based on the IDSE (Submit IDSE Report)

4. Conduct Stage 2 Compliance Monitoring
